Investigations, Interviewing and Case Management
I conduct complex investigations and manage cases from initial intake through evidence gathering, analysis and final reporting, applying the highest standards of professionalism, confidentiality and procedural integrity. With more than a decade of experience in investigations and humanitarian protection, I have interviewed complainants, witnesses, subjects of investigation, asylum seekers and other vulnerable individuals, adapting my approach to diverse cultural contexts while maintaining consistency in interviewing methodology and credibility assessment.
I have managed more than 300 external complaints and led over 100 external fraud investigations under United Nations policies and global investigative standards. My approach ensures that evidence is gathered thoroughly and correctly from the outset, safeguarding the integrity of findings and enabling sound decision-making. Where investigations revealed potential staff or partner misconduct, I ensured matters were promptly referred to the appropriate oversight authority in line with established governance and accountability frameworks.
Risk Assessment, Mitigation and Internal Controls
I help organizations strengthen governance, accountability and operational resilience by identifying risks before they become incidents. My work focuses on translating audit findings, fraud vulnerabilities and internal control gaps into practical, risk-based recommendations that leadership can implement with confidence.
I have led annual fraud vulnerability assessments and internal control reviews across complex humanitarian operations, evaluating critical business processes, client support and case management systems to identify weaknesses and strengthen preventive controls. Beyond identifying risks, I have tracked the implementation of corrective actions to ensure recommendations resulted in measurable and sustainable improvements.
My experience also includes assessing safeguarding and compliance frameworks. I conducted Protection from Sexual Exploitation and Abuse (PSEA) capacity assessments for 12 partner organizations, identifying three high-risk partners and developing tailored Capacity Strengthening Implementation Plans to bring them into compliance with required standards.
I believe effective risk management extends beyond periodic audits. It requires continuously strengthening systems, embedding accountability and building controls that prevent misconduct before it occurs. One review I initiated of organizational telephone systems resulted in a comprehensive technical overhaul that reduced call volumes by 30% and significantly decreased scam-call allegations, demonstrating how targeted control improvements can deliver measurable operational impact.
Safeguarding and PSEA/H Coordination
I help organizations strengthen safeguarding systems by ensuring policies, procedures and coordination mechanisms are translated into practical action. As Protection from Sexual Exploitation and Abuse (PSEA) Focal Point across multiple UNHCR operations, I coordinated safeguarding initiatives, supported compliance with organizational and inter-agency standards, and ensured allegations of sexual exploitation and abuse were escalated promptly through the appropriate reporting and accountability channels.
Recognizing that effective safeguarding requires clear operational guidance, I developed operation-specific Safeguarding Standard Operating Procedures where only generic inter-agency guidance existed. I complemented these with targeted capacity-building initiatives, training local focal points and delivering regular awareness sessions that reached more than 600 staff across geographically dispersed and remote locations within an 11-month period. I also coordinated PSEA activities with UN agencies, NGOs and other humanitarian partners at country level to strengthen collective prevention and response efforts. I believe safeguarding is only effective when people understand their responsibilities and systems are tested in practice. Strong victim-centred referral pathways, informed personnel and coordinated response mechanisms are essential to creating environments where concerns are recognized early, reported confidently and addressed appropriately.

Legal and Policy Advisory
My legal training provides the foundation for the advice I offer on governance, compliance, investigations, safeguarding and risk of fraud. I support leaders, managers and technical teams in navigating complex legal and procedural issues, providing practical guidance that balances policy requirements with operational realities.
A significant part of my work involves interpreting global policies, developing Standard Operating Procedures (SOPs) and operational guidance that translate global standards into clear, practical tools for implementation. From anti-fraud frameworks and safeguarding procedures to governance and compliance guidance, I design documents that strengthen accountability, promote consistency and enable informed decision-making across organizations.
I believe effective policy should do more than articulate principles—it should provide clear direction for action. Where I identify policy or procedural gaps, I take the initiative to develop fit-for-purpose solutions that enhance governance, reduce risk and support sustainable organizational practice.
Stakeholder Coordination and Relationship Management
I build and sustain trusted relationships across diverse stakeholders to support effective governance, accountability and operational decision-making. My work brings together senior leadership, legal and compliance teams, investigators, government authorities, law enforcement agencies and implementing partners to ensure coordinated responses to complex and sensitive issues.
As an Anti-Fraud and Protection from Sexual Exploitation and Abuse (PSEA) Focal Point across multiple operations, I served as the principal liaison between organizational leadership and external stakeholders, facilitating collaboration on fraud, safeguarding and protection matters. I have worked in complex, multicultural environments where aligning priorities, maintaining confidentiality and fostering trust were essential to achieving effective outcomes.

Stakeholder Engagement, Communication and Advisory
I build trusted relationships and provide strategic advice that enables organizations to navigate complex governance, integrity and safeguarding challenges. Working across senior leadership, legal and compliance teams, investigators, government authorities, law enforcement agencies, implementing partners and affected communities, I facilitate coordinated responses that are informed, timely and aligned with organizational objectives.
As an Anti-Fraud and Protection from Sexual Exploitation and Abuse (PSEA) Focal Point across multiple operations, I served as the principal liaison between organizational leadership and external stakeholders on sensitive fraud, safeguarding and protection matters. I also provided practical guidance, awareness-raising and capacity building for staff, partners and displaced communities, tailoring complex legal and policy requirements to the needs of each audience. Whether advising senior leaders on emerging integrity risks or explaining reporting mechanisms to vulnerable populations, my focus has always been on delivering clear, practical and actionable guidance.

Process Improvement, Integrity and Compliance
I strengthen organizational integrity by designing practical systems that translate policy into consistent operational practice. My work focuses on developing, implementing and continuously improving governance frameworks, Standard Operating Procedures (SOPs), internal controls and workflow processes that enhance accountability, strengthen compliance and reduce organizational risk.
As the country focal point for integrity, I provided oversight of anti-fraud, Protection from Sexual Exploitation and Abuse (PSEA) and Code of Conduct frameworks across complex, multi-partner operations. I developed and operationalized country-specific anti-fraud and safeguarding SOPs aligned with global standards, enabling consistent implementation across field locations. I also translated investigative findings and integrity trends into monthly strategic briefings that supported senior leadership in strengthening internal controls, managing risk and making informed operational decisions.
My approach to process improvement is driven by identifying systemic vulnerabilities before they become operational failures. I have designed practical tools and procedures that improved organizational performance, including a complaints intake system implemented across seven field offices, which contributed to a threefold increase in the reporting of allegations by improving accessibility and the quality of case intake. Following the identification of vulnerabilities in organizational telephone systems, I also developed new operational procedures and reporting mechanisms that informed system enhancements and strengthened fraud prevention measures.
I believe sustainable compliance is achieved when governance systems are practical, embedded in everyday operations and supported by processes that make the right course of action the easiest one to follow.
Data Management and Reporting
I ensure that information is managed with accuracy, integrity and confidentiality to support sound decision-making, effective case management and organizational accountability. My experience includes maintaining investigation trackers, case management databases and secure records across complex, high-volume operations, ensuring information remains accurate, accessible and auditable throughout the case lifecycle.
I have managed sensitive case records involving multiple refugee nationalities and diverse protection contexts, strengthening data quality and record management practices to support operational efficiency and compliance. I have also coordinated set up for case files and reviewed access rights to the same for all staff.
In one operation, for example, I identified that client case files were being stored on individual drives rather than within approved organizational systems, I redesigned the records management process for one sector, resulting in 90+ case files being updated and securely consolidated within the central database and SharePoint within two years.
I believe effective reporting begins with reliable data. By strengthening data governance, improving record management and maintaining accurate reporting systems, I enable leaders to make informed decisions with confidence, knowing the information they rely on is complete, consistent and trustworthy.
Training and Capacity Building
I design and deliver learning programmes that strengthen organizational capability, reinforce accountability and translate policy into consistent operational practice. My training approach combines technical expertise with practical application, equipping participants with the knowledge, skills and confidence to implement governance, integrity and protection frameworks effectively.
Throughout my career with UNHCR, I have designed and facilitated training programmes on anti-fraud, Protection from Sexual Exploitation and Abuse (PSEA), Code of Conduct, refugee protection and organizational integrity for more than 1,150 staff members, government officials and implementing partners. This includes delivering anti-fraud and integrity training to over 700 staff and partner personnel in Iraq, leading a dedicated safeguarding programme that reached more than 600 staff across multiple locations, and training over 60 senior government officials and 200+ partner staff on international refugee protection standards.
I view capacity building as a strategic investment in organizational performance. By combining adult learning principles with practical, context-specific guidance, I develop training programmes that strengthen individual capability, promote behavioural change and enable organizations to sustain high standards of integrity, compliance and accountability long after the training has concluded.

Protection Casework
Protection has been the foundation of my professional career and continues to shape my approach to governance, accountability and client-centred service delivery. My experience spans protection coordination, refugee status determination, resettlement, safeguarding, gender-based violence, child protection, community based interventions, mental health and psychosocial support, enabling me to respond to complex protection needs with a holistic and rights-based perspective.
Over the course of my career, I have conducted protection assessments and interviews for individuals from more than 15 nationalities across Africa, Asia and the Middle East, applying international refugee law, human rights principles and UNHCR protection standards to every case. I have managed more than 800 individual protection cases from initial assessment through to resolution, recognizing that protection concerns are often interconnected and require coordinated, multidisciplinary responses. A person facing deportation, for example, may simultaneously require refugee status determination support, legal assistance and referrals to specialized protection or health services.
My legal training strengthens my approach to protection case management by enabling me to assess each case through a rigorous evidentiary and analytical lens. I evaluate the quality, credibility and sufficiency of information to ensure decisions are well-founded, legally sound and capable of withstanding scrutiny. In addition to direct casework and coordination of protection activities, I have strengthened institutional capacity by training government officials on international refugee protection standards, procedures and best practices.
I believe effective protection extends beyond resolving individual cases. It requires sound legal analysis, coordinated service delivery and a steadfast commitment to safeguarding the rights, dignity and well-being of those in need of international protection.
